(4) In a similar way, the FPC can influence the behaviour and actions of financial market participants through signalling.
For instance, if banks and financial market investors came to expect that a policy change will be reinforced by further policy changes in the future were risk-taking to continue, then the initial impact of macroprudential capital policy on funding costs and credit conditions might be larger than in the case where market participants expected a change in capital requirements to be temporary.
But this does not necessarily imply a reduction in aggregate whole-economy lending, for instance if a bank reduces its loans by selling them to other financial market participants.
